When there is something in a cue, the only way it will be 'refreshed', to start building, is if you click on a building to view its details... even if you refresh the page/browser.
Slightly annoying, especially when you have 2 things on cue over night, and you come back 8 hours later to find they never started....
Having the same problem. It is frustrating to come back in the morning and see it didn't start. I just been deleting the pending construction or upgrade then and restarting it. Its one of the main benefits of paying for premium, so hopefully it will be workign again soon.
It has worked a couple of days ago for me.
Checking... I thought the queue bugs were finally gone
